The main objective of the Programme is to introduce personal assistance services as a form of publicly available support in performing everyday activities and functioning in social life.

The addressees of the Programme are:

• children from the age of 2 to the age of 16 who have a certificate of disability including the indications in points 7 and 8 of the certificate of disability – the need for permanent or long-term care or assistance of another person in connection with a significantly limited possibility of independent existence and the need for constant participation of the child's guardian in the process of treatment, rehabilitation and education on a daily basis, and
• persons with disabilities who have a certificate of a significant degree of disability or a moderate degree of disability or
• are treated equally with the certificates listed in letters a and b, in accordance with Article 5 and Article 62 of the Act of 27 August 1997 on vocational and social rehabilitation and employment of persons with disabilities.

The planned budget of the Programme in 2027 will amount to PLN 1,200,000,000 (say: one billion two hundred million zlotys).

Deadlines for the call for applications under the Programme:

• A municipality/county submits an application (Annex 11 to the Programme) to the relevant voivode via the Solidarity Fund Generator available on the website https://bfs.mrips.gov.pl, between 7 September 2026 and 30 September 2026.
• The Voivode, after verifying the applications submitted by the communes/powiats, prepares a list of recommended applications for financing under the Programme (Annex No. 12 to the Programme) and submits it to the Minister together with the Voivode's information on the financial resources from the Programme (Annex No. 13 to the Programme), by 31 October 2026.

• Minister approves the collective list of recommended applications within 30 days from the date of submission to the Minister of all lists of recommended applications of voivodes.
