In Ełku, as in other Polish cities, the number of cars increases, which influences the congestion of the main roads. In this regard, the problem of the Elk local government plans to build a so-called. Ring, which will become an alternative (road parallel to the part of UL. Kilińskiego and UL. Polish Army). Today in the city Hall was held a meeting during which the voivode of Warmian-Masurian Voivodeship Artur Chojecki signed a contract to grant the construction of UL. Norwida (from the intersection with UL. Emilii Plater to ul. Matejki), which will be the stage of construction of the small ring of Ełku.

The project of the construction and stage of the small ring of Ełku received 80% of the subsidy from the Municipal Road Fund on the basis of the functional programme. The task will be completed in the "Design and build" mode in the years 2019-2020.

The scope of the project includes the development of technical documentation and construction of Norwida Street with a length of 700 m and a connector with UL. Matejki with a length of 147 m. The task foresees m.in:

• Reconstruction of main carriages and intersections with streets: Emilii Plater, M. Dąbrowska, Korsaka, Wańkowicza, Kwiatova, J. Matejki (intersection with UL. Matejki should be designed with circular motion-roundabout type),
• Construction of new bus bays,
• Construction of new walkers and cycling paths,
• Execution of the project of permanent motion organization, vertical and horizontal markings,
• Drainage of rainwater from road surfaces to the storm channel existing in UL. Norwida and UL. J. Matejki.
