On pursuant to Article 13 of the Act of 24 April 2003. on public benefit activities and volunteering (Dz. U. of 2020, item 1057 and of 2021, item 1038, 1243 and 1535), the following shall be ordered:

§ 1. Advertised as of 4 November 2021 open call for tenders for the implementation of priority tasks of the ełk city government in the field of social assistance, including assistance to families and people in a difficult life situation, and equal opportunities for these families and individuals.

§ 2. Priority task of the city government of Ełk to be implemented in 2021 in the field of organizing and providing specialized care services,  excluding specialised care services for persons with mental disorders on for the residents of the City of Ełk  at their place of residence during the period from 01.12.2021 to 31.12.2021 Specialist care services should be adapted to specific the needs of people requiring assistance in the form of specialized services, resulting from the type of their illness or disability, provided by persons with specialist professional training, in accordance with as annexed to this Order.

§ 3. Amount of funds in the competition, tasks carried out in 2019-2021, deadlines submission and implementation of the task, procedure and selection criteria, rules award of grants

1. Height public funds allocated for the implementation of tasks: PLN 10,230.

2. Completed in the years 2019-2021, the tasks of the Ełk city government of the same kind
and related costs:

(a) in In 2019, 2 tasks were completed for a total amount of 134 040 PLN;

(b) in in 2020 and 2021, the City of Ełk did not commission organizations non-governmental implementation of a public task in the field of organizing and the provision of specialized services  caring for mental disorders for the benefit of the residents of the City of Ełk.

3. Measures public for the implementation of tasks in the competition may be increased as the needs and possibilities of the budget of the city of Ełk by the President of the City of Ełk by amending this Order.

4. Measures public unused after the outcome of the competition may be transferred to other tasks commissioned by the President of Ełk to non-governmental organizations and to non-financial cooperation of the ełk city government with the non-governmental sector.

5. Offers may be submitted by non-governmental organisations and entities referred to and Article 3(3) of the Act of
24 April 2003 on public benefit activities and volunteering (Journal of Laws of 2020, item 1057 and of 2021, items 1038, 1243 and 1535) in connection with Article 25 of the Act of 12 March 2004. on social assistance (Journal of Laws of 2020, item 1876, 2369, of 2021, items 794, 803).

6. Overall matters related to the conduct of the competition, i.e. announcing competitions, submission of tenders, formal and substantive evaluation, selection of offers, negotiations terms of contracts and their signing, implementation of tasks, and reporting, is implemented using the IT system www.witkac.pl.

7. The order for the implementation of tasks will take place in the form of entrustment.

8. Deadline for tasks: time frame from 1 to December 31, 2021

9. Time limit for receipt of tenders: 21 days from the date of publication competition, i.e. from 4 to 25 November 2021

10. Deadline for formal and substantive assessment: up to 21 days calendar from the date of submission of the offer.

11. Deadline for the settlement of the offer (selection, amount grant and approval of the task to be carried out): up to 30 days calendar from the date of submission of the offer.

12. The purpose of the implementation of the tasks in this competition are activities therapeutic in the environment are to lead to minimizing the effects disability in the sphere of mental health, but also others, improvement quality of life, acquisition of social functioning skills in the family and social environment in the number of hours indicated by MOPS in individual decisions issued to SUO applicants coming from the area of the city of Ełk.
