The condition for receiving the Card is that all children and parents live or were registered in the city of Ełk for permanent or temporary residence under a common address.

Card awarded is regardless of the material status of the family. The period of validity is extended annually by gluing a hologram with the coat of arms of the city of Ełk.

'The Elk Charter Families 3+" entitles you to discounts on the offers of municipal institutions: Ełckiego Cultural Centre, Municipal Sports and Recreation Centre in Ełk and Museum Historical in Ełk and to discount / relief for the use of public offers kindergartens run by the city of Ełk.
