Next year, in the budget of the city of Ełk, revenues are planned at PLN 335 million, and expenses in the amount of PLN 394.6 million. The assumptions of the "Polish Order" reduce the influence to the budget. Its final shape will be influenced by numerous external conditions: min. double-digit inflation rate and record high energy prices Electrical. Despite this, a very large amount (nearly PLN 92 million) was planned for property expenses – i.e. investments – in connection with obtaining funds for them already this year.

Current expenses related to the maintenance of the city will also increase significantly. Main the reasons for the increase in current expenditure in 2023 are: an increase in energy prices electricity at the level of 160%, a twofold increase in the minimum wage by approx. 18%, inflation at double digits, increase in prices of services and goods, increase in teachers' salaries in accordance with the assumption of the state, an increase in interest costs bank rate increases resulting from interest rate increases. Effect on the reduction of current income in the city budget has a change in the tax scale from 17% to 12%, as also one-off receipts realized in the previous budget of 2022.

Among the planned investments for 2023 are m.in:

·         thermo-modernization of buildings SP 7, SP 4, kindergarten "Ekoludki" and Nursery No. 1,

·         replacement of street lighting with energy-saving - LED,

·         purchase of 5 electric buses,

·         construction of Norwida Street on the section from Ul. Kościuszki to the exit roundabout to the tunnel under the tracks near the cemetery,

·         reconstruction of Sikorskiego Street on the section from Wojska Polskiego Street to PKP tracks,

·         creation of new nursery places in Ełk and construction of a playground at the Municipal Nursery No. 2,

·         equipping the laboratory with new computers and multimedia boards in primary schools,

·         construction of a car park at 11 listopada Street,

·         reconstruction of the road (Spacerowa Street, Wiosenna and Szczęsnego),

·         construction of a public municipal road with armament to investment areas in the area of Bema Street,

·         modernization of road infrastructure in within the Suwałki Special Economic Zone, Ełk Subzone,

·         construction of a multi-family building at ul. Railway

·         reconstruction of the playground at the School Primary No. 2 in Ełk,

·         hardening of the road with drainage of the area at 6-8 Toruńska Street and at the garages at 13 Piłsudskiego Street.

The budget also includes financial resources for the preparation of projects the technical documentation relating to the m.in.

·         reconstruction of Koszykowa Street, Słowackiego Street, Kolejowa Street,

·         the bridge at Zamkowa Street and footbridges at Stary Rynek Street and at the mouth of the Elk River to the lake,

·         thermal modernization of buildings SP 1, Kindergarten "Bajka", and Center Environmental education.

The project also provides funds for cooperation with organizations non-governmental, informal groups of residents – local initiatives and for the first time on the civic budget, where the inhabitants of Ełk will be able to apply initiatives and select them for funding by voting. As every year there will be funds to co-finance the renovation of monuments, a protection program Animals.

The largest expenditures are planned for education and upbringing – PLN 127.4 million, roads and public transport – PLN 78.2 million, municipal management, including protection environment and climate – PLN 41.4 million, family – PLN 31 million social assistance – PLN 23.7 PLN million, housing – PLN 18.8 million and culture and sport – PLN 12.4 million €

The two main amounts in the budget are revenues of PLN 335 million and expenses of PLN 394.60 million. The budget deficit - PLN 59.5 million - is the difference between income and expenditure. It will be covered by saved and accumulated free funds this year (PLN 32.5 million) and from the issue of bonds.
