The card is available to large families, families foster children and family children's homes, which have three or more dependents children up to 18 years of age or until they complete schooling, or higher education until the age of 25.

In order to receive the Card, all children must and parents lived or were registered in the city of Ełk for the residence of permanent or temporary at a common address.

The card is granted regardless of financial status Family. The validity period is extended annually by attaching a hologram with the coat of arms of the city of Ełk.

The "Ełk Family Card 3+" entitles you to discounts on the offers of municipal institutions: the Ełk Cultural Centre, the Municipal Sports and Recreation Centre in Ełk and the Historical Museum in Ełk and to discounts/concessions on the use of the offer of public kindergartens and nurseries conducted by the city of Ełk.

The card has been in operation in Ełk since 2013

In 2023, the "Ełk Family Card" was used by A total of 674 families, i.e. 3,235 people, including:

-        120 families, i.e. 532 people (new cards have been issued),

-        554 families, i.e. 2703 people (Existing cards have been extended).
