The scholarship may be awarded to an athlete or a trainer who:

1) practises a discipline of importance for the Municipality the City of Ełk;

2) is a resident of the Municipality of the City of Ełk.

Sports relevant to the development of physical culture in the Municipality of the City of Ełk are: water sports, martial arts, athletics, football, volleyball, basketball, powerlifting, cycling/MTB and sports disciplines for the disabled.

Scholarships can be awarded to:

1)      individual sports players, with and without a licence athlete, achieving sports results in international or national sports competitions;

2)      players of team sports games participating in the competition:

a) balls football – IV league and higher,

b) balls volleyball and basketball – III league and higher.

The scholarship application is submitted by:

1) the adult player to whom the application relates;

2) parent or legal guardian of the minor Player;

3) the coach to whom the application relates.

Sports scholarships are usually awarded 2 times calendar year.

Applications for scholarships should be submitted to the Office Ełk on the following dates: by 15 December of a given calendar year (on the first half of the following year) and by 15 June (for the second half of the year of the following year).

Other forms of support for athletes are awards and Highlight.

The award is an expression of appreciation of:

- for a competitor for the level he or she presents and high sports results,

- for the coach for commitment or for high results sports players or activities for the development of physical culture in Ełk.

Distinctions are awarded in the form of: statuettes, cups, diplomas and congratulatory letters in the category: "player", "coach"  for outstanding sporting achievements or many years of activity for the benefit of development of physical culture.

Applications for awards and distinctions can be submitted via all year round.

An application for an award/distinction is submitted by:

1) the adult player to whom the application relates

2) parent or legal guardian of the minor Player

3) the coach to whom the application relates

In 2024, the Mayor of Ełk has so far awarded 18 scholarships for special sports achievements and 4 awards.
