The scholarship may be awarded to a player or coach who practices a discipline of importance to the Municipality of Ełk and its residents.

Sports disciplines important for the development of physical culture in the Municipality of Ełk are: water sports, martial arts, athletics, football, volleyball, basketball, powerlifting, cycling/MTB and sports disciplines for the disabled.

Scholarships may be awarded to:

1) individual sports athletes and coaches, with and without a player's license, achieving sports results in international or national sports competitions;

2) players and coaches of team sports games participating in the following competitions:

• football – IV and higher competitions,
• volleyball and basketball – III class and higher.

Sports scholarships are usually awarded 2 times in a calendar year: by 15 December of a given calendar year (for the first half of the following year), until 15 June (for the second half of a given year).
