On December 18, 2019, the Ełk City Council adopted Resolution XIV.131.2019 on the accession to the local zoning plan, called "Elk – Pilecki.

Resolution covered area of approximately 100 000 square meters. 15.75 hectares, located in the northern part the city, in the vicinity of the ring road of the city and the streets of Cologne, Col. Witold Pilecki and General Fieldorf "Nila".

The development area includes the area for which the a local zoning plan, called Elk - Ring Road, is in force Northern, adopted by Resolution No X.98.2011 of the Elk City Council of 30 August 2011.

In particular, the aim of the drafting of the plan is to amend the (36Zu, 37RM/UH, 38UH, 39E, 40K) in the direction mainly of housing function and accompanying infrastructure.
