The Municipality of Ełk implements activities as part of the multi-annual government program "Meal at school and at home" for the years 2024-2028. The program is modular. In its consists of three modules, each of which is individual and is addressed to another addressee.

The aim of Modules 1 and 2 of the Programme is to providing meals to children, pupils and young people and providing assistance to adults, especially the elderly, the sick or disabled and the lonely.

For the implementation of tasks resulting from modules 1 and 2 of the Programme The minister responsible for social security is responsible.

Under Modules 1 and 2, the Programme provides for the provision of assistance in the one of three forms:

1. a meal;
a
2. cash benefit for the purchase of a meal or food;
3. a benefit in kind in the form of food products.

The aim of Module 3 of the Programme is to strengthening the caring function of primary schools by creating conditions for allowing students to eat a meal during their stay at school.

Coordinator of Module 3 of the Programme at the administrative level is the minister responsible for education and upbringing.

MODULES I and II

1. MODULE FOR CHILDREN AND TEENAGERS

1.1. From the funds transferred in the under the Programme, municipalities provide support to persons who meet the conditions for receiving aid indicated in the Act of 12 March 2004 on social assistance and income criterion of 200% of the criterion referred to in Article 8 of the above-mentioned Act:

1) children until they start their education in primary school,

2) pupils until graduation secondary school or upper secondary school

– in the form of a meal, a benefit for the purchase of a meal or food or a benefit in kind in the form of food products.

1.2. In particularly justified cases, cases where the pupil or child does not meet the requirements referred to in above and expresses a desire to eat a meal, respectively by the school head or kindergarten shall be informed by the social welfare centre competent for the pupil or child's residence, about the need to provide assistance in the form of meal.

1.3. The granting of the aid referred to in point 1.2 in the case of adoption by the municipality of an appropriate protection programme referred to in Art. 17(2)(4) of the Act of 12 March 2004 on Social Assistance, does not require issuing an administrative decision on and determining the situation of the family in through a family community interview.

2. MODULE FOR ADULTS

2.1. The appropriations transferred in the under the Programme, municipalities provide support in the form of meals, for the purchase of a meal or food, a benefit in kind in the form of food products persons who meet the conditions for receiving assistance indicated in the Act of 12 March 2004 on social assistance, and income criterion of 200 % of the criterion referred to in Article 8 of the above-mentioned Act, persons and families in the situations listed above Article 7 of the Act of 12 March 2004 on social assistance, in particular for the elderly, the sick and the disabled.

Tasks within Modules 1 and 2 The program is implemented by MOPS Ełk.

The programme under Modules 1 and 2 co-financed by is part of a targeted subsidy from the state budget for co-financing the tasks of own social assistance services, for their implementation
